Overview of tested online and offline capacity building materials (D4.1 and D4.2)

Abstract

This document reports on the collective outcomes of Work Package 4, titled ‘Knowledge creation, capacity building, and training materials.’ It presents a detailed overview of the design methodologies, collaborative co-creation processes, translation strategies, and rigorous user testing cycles used to establish a robust catalogue of 87 open educational resources (OER). Operating via a cyclical Plan-Do-Check-Act (PDCA) framework, the project successfully deployed 51 online and 36 offline English-language learning assets across 16 distinct formats, complemented by 528 localised files spanning 23 European languages. Structured around Universal Design for Learning (UDL) principles and a strict WCAG 2.1 AA accessibility standard, this report outlines how diverse stakeholder groups—including energy communities, local authorities, business clusters, and market enablers—actively validated and shaped the final resources to match everyday learning needs.

Introduction

In the EU, the digital energy transition requires actionable, clear, and inclusive capacity-building tools to empower citizens and specialised networks alike. The Every1 project directly addresses this need by developing a comprehensive, multi-format library of open learning assets designed to bridge technical knowledge gaps and eliminate digital barriers. Driven by cross-consortium subject expertise and extensive desk research, the materials cater to three distinct learning levels—ranging from basic introductory guides for the general public to expert-level structural analyses. Through a flexible and iterative testing strategy involving webinars, surveys, interviews, workshops, and multi-country roadshows, this public report delivers critical operational insights, reflections, and long-term recommendations for sustainable educational outreach across a unified European energy ecosystem.
